The following people spoke regarding the hearing on Knowles Farm:

After much discussion by proponents, opponents, interested development parties and the
Selectmen, Town Counsel recommended the Board consider and decide on only
engineering specs as width, direction, location, and grade of road.
All Town departments reported back that the proposed road met all requirements.
Mr. Lyons moved approval. SO VOTED (5-0)
3. Request: One Day All Alcoholic Beverage License, 12/31/04
Anthony Dello Russo, Retired Men’s Club
Mr. Hurd moved approval. SO VOTED (5-0)
4. Request: One Day Beer & Wine License, 1/9/05, Jefferson Cutter House
Gail Sjo, Winchester Historical Society
Mr. Maher requested Ms. Sjo call their insurance company to verify that the
policy named Arlington as additionally insured.
Mr. Greeley moved approval. SO VOTED (5-0)
5. Request: Overnight Parking School Bus at Thompson School
Debbie DiFranco, Communities United, Inc. for Arlington Creative Start
Mr. Hurd moved approval. SO VOTED (4-1)
Mrs. Dias voted in the negative, objecting that no standard with criteria has been
established by the Board to make these decisions.
6. CITIZENS OPEN FORUM
These matters were presented for consideration of the Board.
Mr. John Belskis, resident of Wollaston Ave and Co-Chairman of the Coalition for Reform of 40B, presented a report detailing his analysis of Arlington’s relative land uses status. He suggests not doing away with the concept of Chapter 40B, but of changing it. The Selectmen thanked him for his work and will refer his report to Kevin O’Brien, Director of Community Planning and Development, for further research and report back to the Board.
Elsie Fiore, resident of Mott St., brought the following to the attention of the Board:
-a possible unsafe condition under Route 2 concerning gas lines if Route 2 is done over.
-pile driving for 4 of the 6 buildings on Mugar property
She requested that responsible Town personnel follow up and stay aware of these items.
Mrs. Patricia Warden, 27 Jason St., requested that the Warrant be open to the public the same length of time it is open to the Selectmen. Mr. Maher cautioned the Selectmen against this request stating it would be a bad mistake and not good policy.
Mr. Christopher Loretti, 56 Adams St., requested the Selectmen open the warrant for
4 weeks instead of 2 or 2 ½ weeks.
TRAFFIC RULES & ORDERS/OTHER BUSINESS
7. Request: Sign at Arlington/Lexington Town Line
Eugene Beauchemin and John W. Frey
Mr. Frey requested Arlington allow a Lexington sign be located facing Lexington on the
east side of Mass. Ave.
Mr. Hurd moved to refer this request to the Planning Dept. and suggested Mr. Frey meet with Mr. O’Brien for sign approval. SO VOTED (5-0)
8. Discussion: Memorializing the late Captain Joseph X. Grant
Mr. William McCarthy, Veteran’s Agent for the Town of Arlington, thanked the Board for backing his request regarding memorializing the only Congressional Medal of Honor recipient in Arlington.
Mr. Hurd moved approval. SO VOTED (5-0)
9. Approval: Date for Annual Town Election, 4/2/05
Mr. Greeley moved approval. SO VOTED (5-0)
Opening of Warrant
Town Counsel Maher advised:
opening the warrant-January 3, 2005, at 8:00am, and
closing the warrant- January 21, 2005, at 12:00pm (noon)
Mr. Lyons moved approval. SO VOTED (5-0)
Correspondence Received

Mr. Greeley moved receipt of correspondence. SO VOTED (5-0)
NEW BUSINESS
Mrs. Dias asked Mr. Sullivan to follow up on:
-the water and sewerage consultant, and
-the possible contamination of Sandy Beach.
Mr. Greeley reported that the Selectones will sing:
-Tuesday, December 21st at 7:00pm at Drake Village, and
-Thursday, December 23rd at 7:00pm at Winslow Towers.
He invites all to sing or listen.
Mr. Lyons reported that the Budget and Revenue Task Force Committee would meet next in January.
Mrs. Mahon stated that an early resolution letter to legislatures would be written and sent.
Mr. Greeley moved to adjourn at 9:45 PM and enter into executive session. SO VOTED (5-0)
Mr. Maher stated the Selectmen would enter into discussion to discuss matters related to the value of town property the discussion of which at open session would have a detrimental effect on the Town’s negotiating commit position and would leave open session only for the purpose of adjourning.
