TOWN OF ARLINGTON
BOARD OF SELECTMEN
Meeting Minutes
Monday, December 13, 2004
6:00 p.m.

Present: Mrs. Mahon, Chair, Mr. Hurd, Vice-Chair, Mr. Lyons, Mr. Greeley, and Mrs. Dias.
Also present: Mr. Sullivan, Mr. Maher, and Mrs. Krepelka.
Mr. Hurd acted as Chair due to Mrs. Mahon’s laryngitis.

1.      For Approval:  Setting of Tax Rate
        Robert Greeley, Director, Assessor’s Office
        Mr. Greeley reported that the Town has preliminary approval on the tax rate.  The tax rate
        will be set at $10.94 (not at $10.95 thought earlier due to a bond premium earnings
        which lessens the amount of the debt exclusion).
        Mrs. Dias moved to receive the report from the Town Assessor.           SO VOTED (5-0)

2.      For Approval:  Debt Shift
        Water & Sewer Rates
        Mrs. Dias moved no change and continue debt shift as it’s been done in the past.
                                                                                                                      SO VOTED (5-0)

3.      Signing of RCN License Amendment
        John Maher, Town Counsel
        Mr. Maher reported that the Board has adopted this amendment at a past meeting and
        needs the Board to sign the agreement.  There are about 600 houses not RCN available
        for Cable, but they can have cable hook up at a cost no higher than $500.
Mrs. Mahon and Mrs. Dias want the houses to be contacted prior to final acceptance of the agreement.  Mr. Maher agreed to hold the signed amendment in escrow until RCN furnishes proof of resident notification.
Mr. Greeley made a motion to hold the agreement in escrow until a notice to these homes has been sent.                                                                          SO VOTED (5-0)


NEW BUSINESS

Mr. Greeley asked that the parking sub-committee review and look into the big issue of allowing on street overnight parking, utilizing alternative side of the streets this spring and summer as a trial.  This issue is important to the residents and is extremely time consuming to all involved.   Mr. Greeley believes it’s time to try something different to allow in an organized way street parking, possibly having to refund some 2005 parking permits.
Mrs. Dias reminded the Board this is has been voted down by Town Meeting and it would change the character of East Arlington.  
Mr. Hurd said the parking sub-committee will look into it along with some other issues at future meetings and will make it a future agenda item.

Mr. Greeley moved to adjourn at 6:45 pm                                 SO VOTED (5-0)
