Meeting Minutes
Monday, October 6, 2003
7:15 p.m.
Present: Mr. Greeley, Chairman, Mrs. Mahon, Vice Chair, Mrs. Dias, Mr. Hurd.
Also Present: Mrs. Galkowski, Mr. Maher, Mrs. Devereaux
Mr. Greeley apologized to Arlington’s Jewish Community for having the meeting on the night of Yom Kippur. The meeting had to occur because of the Warrant Hearings for the Special Town Meeting on October 15, 2003.
Mr. Greeley thanked the volunteers and Comcast studios for broadcasting the Selectmen meetings on Community Cable Access TV. The meetings are re-broadcasting on Wednesdays and Saturdays at 2:00PM.

Mrs. Dias moved approval for banner hanging at the Town Hall and/or Pleasant St.

4. Request for Payment of Bills

Mrs. Mahon moved approval. SO VOTED (4-0)
5. For Discussion: Warrant Article Hearings
Article 2 - Town Manager Act/Residency Requirements
Mr. Maher suggested taking no action at this time concerning changing the Town Manager Act but suggested the Board could amend the Act, removing the residency
requirement. After further discussion most Selectmen agreed if all things were equal they would prefer the manager living in town but would like a wider field of candidates.
Mrs. Dias moved approval. SO VOTED (4-1)
Mrs. Mahon voted in the negative.
Mr. Lyons recorded his vote earlier due to his absence.
Article 3 - Authorize Additional Real Estate Exemption
James Doherty, Chairman of the Board of Assessors, explained that in order to have this tax relief in time for the next billing period this Warrant Article hearing had to be voted on at this Special Town Meeting. It would benefit veterans, widows, and the elderly.
Mr. Hurd moved approval. SO VOTED (4-0)
6. For Discussion: Possible Changes to Town Manager Act
Mr. Maher suggested taking no action at this time.

NEW BUSINESS
Mr. Greeley wished [town programmer] Ted Mael well while going through his health issues. He would like Ruth Lewis, Bob Greeley, and John Bilafer to meet and make sure the tax billing is on track without interruption in software development for tax bills and revalue.
Mrs. Galkowski reported there will be considerable truck traffic this week trucking dirt to Reed’s Brook. The Town has taken steps notifying surrounding residents and schools. Also, next year there will be great disruption on Summer St. due to Reed’s Brook development and Summer St. construction.
Mrs. Mahon moved to adjourn at 7:55 p.m. SO VOTED (4-0)
