The Chairman opened the meeting announcing that the Board voted 4-1 on Saturday to appoint Phillip Farrington of Stoughton as Arlington’s next Town Manager.
Report on BMC Bike Race
Frederick Ryan, Director of Police Services
The Chairman commented on the BMC bike race held in Arlington on Sunday, September 17th. The Director of Police Services was also present and provided the Board with a memo outlining the planning and coordination prior to and on the day of the race.
Offer of Support for Memorial for Nicole Reinhart

Town Counsel, Jack Bakey, and Director Ryan agreed to act as the contacts for a memorial for Nicole Reinhart who was killed while participating in the race.

For Discussion: Park Avenue Bridge
Richard Bento, Director of Public Works was present. He informed the Board that the cost for adding a sidewalk to the Bridge would be $122,000 for engineering and design and construction would cost $522,000.
Mr. Lyons indicated that he did not think it a wise use of funds to build the additional sidewalk. Mr. Greeley requested that the Manager do a study to gauge pedestrian traffic in the area.
Mugar Parcel – ENF Report
Alan McClennen, Jr., Director of Planning and Community Development
Mr. McClennen announced the date and time of the upcoming informational session. He suggested that the Board draft a letter to the state asking to have a meeting in the Town Hall to give the working people in Arlington an opportunity to learn more about the project. Mrs. Mahon moved to send the letter to the state requesting an additional meeting in Town Hall.

Town Counsel indicated that citizens had approached him about rezoning the Mugar Parcel to open space. He stated strongly that this would open the Town up to litigation and would be ill advised at this time. He asked the permission of the Board to convene the Mugar Advisory Committee.
Mr. McClennen informed the Board that the Assisted Living Development is progressing in Arlington Heights and that from time to time sidewalks will need to be closed. He assured the Board that area businesses would be informed.

Phil McCarthy, Chair of the Cable Advisory Committee, 56 Crosby Street was present and reviewed the process now that RCN has applied for a full cable license from the Town. He requested permission to submit the draft as presented.
Mr. Lyons moved approval of the report subject to the insertion of a clause allowing for changes in the future. (3-0) SO VOTED
Glen Koenig, 85 Park Avenue was present and indicated that he would like to see the draft reviewed by counsel that specializes in cable licensing matters.
Louise Strayhorn of the Cable Advisory Committee, 25 Lombard Road supported Mr. Koenig’s comment.

Mrs. Mahon commented on the appearance of the letters on the agenda and expressed her disappointment that the first letter had been forwarded to the Retirement Board without the knowledge of the full Board. Mr. Lyons expressed that he had advised Ms. Cove to forward the correspondence to the Retirement Board as he thought they were the authority on the matter and further expressed that in no way did he do so to usurp the authority of his colleagues on the Board.

Ms. Cove informed the Board about a number of calls relative to newsbox vending machines blocking the public way and particularly at bus stops. Town Counsel indicated that additional language to the bylaw may be necessary to strengthen the Town’s position with regard to newsboxes blocking the sidewalk.
Town Counsel informed the Board that he would be sending the new contract for Town Manager to Phillip Farrington by the end of Tuesday.
The Town Manager thanked the Board of Selectmen for his retirement party on September 23rd. He commented that is has been his great pleasure serving as Arlington’s Town Manager for the past 34 years.
Mrs. Mahon inquired about what is being done after two girls were struck by a vehicle at Quincy and Gray Streets. She commented on the lack of a formal meeting of the park field maintenance committee set up by the last Town Meeting. She informed the Board of an event on Thursday, October 5th on Youth Sports. She inquired about who will next be taping shows of the Selectmen on cable.
Mr. Greeley acknowledged Mr. Marquis for all he has done for the community. Mr. Greeley expressed his confidence in Phillip Farrington as a worthy replacement for Mr. Marquis.
Mr. Lyons complimented Mr. Farrington on his qualifications. He also complimented the Citizen’s Advisory Committee for the fine job they did in recommending Town Manager candidates.
Mr. Lyons moved to adjourn the meeting at 9:45 p.m. SO VOTED
