The Park and Recreation Commission meeting came to order at 7:35 PM.
Commissioners Present: Don Vitters, Leslie Mayer, Joe Carabello, Bernice Jones and Mark McCabe
Staff Present: Jon Jalbert

1. Minutes
Motion made to approve 12/10/02 minutes with changes. Approved 4-0.
2. Warrant Articles
FIELD POLICY ARTICLE- Motion made to accept warrant article as presented. Approved 5-0.
-Mr. Vitters will contact Sasaki re:signs for parks and have them present ideas and costs at the next meeting.
FOCCA ARTICLE-Holly Kennedy presented FOCCA’s article to the Commission. Motion made
to accept and support the article bylaw amendments presented. Approved 4-0 with 1 abstained.
CPA ARTICLES-Motion made to support the two warrant articles presented by the CPA
committee. Approved 5-0.
3. DPW Update-Bill Jones
No update.
4. Committee Updates
Arlington Sports Center Improvement Committee (SCIC)- Mark McCabe
Mr. McCabe updated the commission on the latest. The committee was updated on the feasibility timeline and a walkthrough was scheduled. Mrs. Mayer suggested John Cole’s group attend a public skating session. Mr. Jalbert stated the surveillance system was approved for installation by the Town Manager because of the latest in anonymous emails. The ammonia detector system and exhaust fans will be fixed by the end of January. The security alarm system should be completed by the end of January as well.
Open Space-Bernice Jones
Meeting is scheduled for tomorrow. Update at next meeting.
Field User Committee- Joe Carabello
Mr. Carabello updated the commission on the last meeting where the committee was presented the approved field permit policy. The committee discussed warrant articles and Mr. Jalbert presented tonight. Field cancellation policy on weekends was discussed and the Park Commissioners would like to see a combination of user groups and recreation staff working together to preserve fields in inclement weather and conditions. Mr. Jalbert will present the logistics and scenarios at the next meeting.
CPA Study Committee and FOCCA updates were the warrant articles.
5. Capital Project Review and CDBG Update- Don Vitters
Spy Pond Shores- Survey done. There will be a meeting at CRJ’s office to review the results TBA. Jill did speak with Rich Maimone re: ramp access.
Robbins Farm-The “Community Build” date has been set for April 26th and 27th. The AHS boy’s lacrosse team will assist the build as their community service project. The Friends of Robbins Farm have raised $26,000 thus far. Carol R. Johnson Associates are finalizing the plans and they will be circulated in a week.
CDBG- Waldo and Crosby still have funds.
6. Recreation and Rink Update- Jon Jalbert
Mr. Jalbert updated the commission on the plans for Spring and Summer Programs. The commission motion to support a letter to be written by Mr. Jalbert to the Conservation Commission re: temporary fencing at the Reservoir.
Mr. Jalbert asked if the Park Beautification Fund brochure be updated. Mr. Vitters took the brochure to be scanned and updated.
Mr. Jalbert read the response letter from Emmanuoil Brothers re: holding of payment for damages to Summer St. field. Mr. Jalbert will keep the commissioners informed when the project is completed this Spring.
Mr. Jalbert presented a petition signed by 129 residents asking that Town resources be dedicated to fixing and maintaining the Town’s public tennis courts. The Commissioners agreed that the tennis courts are in need of repair and stated the Crosby courts may be completed this Spring.
Mr. Jalbert presented the annual reports for recreation and the commission. Mr. Vitters agreed to update the capital projects in the commission report.
7. Votes
Commission Meeting Guidelines- Motion made to accept Commission Meeting Guidelines with changes. Approved 5-0.
Storage Shed Policy- Motion made to accept equipment storage shed policy. Approved 5-0.
8. Others
The Commission discussed the email sent by the Arlington Soccer Club and agreed that multipurpose fields could not be designated for one specific activity or group.
The Commission adjourned at 10:30 pm.
