Assessors' Receive Preliminary Certification
On Nov. 16, the Board of Assessors received preliminary certification of the FY 2010 proposed assessments from the Department of Revenue (DOR). These new assessed values reflect sales from 2008.

This preliminary certification is granted by the DOR after they have statistically verified that the Borad Assessors used accepted appraisal methods and accurately reflect the effects of the type of property, neighborhood, price, style, grade, condition, year built and size in developing the new assessments, which insures fairness, equity, and consistency of all assessments.

Director of Assessments Bob Greeley said that the total taxable assessed real estate and personal property value for FY 2010 was an estimated $6.89 billion, an increase of 1.49% from the FY 2009 total taxable assessed value of $6.79 billion. This follows a decrease in assessed values for FY 2009 of 1.34% and a decrease of the FY 2008 values of 1.83%.
Greeley said the sales of single-family homes have increased from an average price of $513,218 to $520,927 from 2007 to 2008. Greeley also noted that the number of sales for single family homes have decreased from 277 to 198 in 2008.

The next step in the certification process will be a public disclosure period, which will run from Friday, Nov. 20 through Monday, Nov. 30, whereby residents and taxpayers may view the proposed new assessed values for FY 2010 before they become final. The new assessments can be viewed in the Assessors Office Monday through Wednesday from 8 a.m.-4 p.m., Thursday from 8 a.m.-7 p.m. and 8-12 Friday November 20th.  (Please note: town hall is closed on Friday November 27). They will also be available for viewing in the library and online here until Nov. 30, 2009.

Greeley said that during this period the intent is to correct any glaring errors in the new assessments that come from factual or methodological mistakes. The taxpayer, as always, will still have the right to challenge their new assessment, after the tax bill is sent in December by filing an overvaluation application. The deadline for filing of this application is 4 p.m. Feb. 1, 2010.

After this disclosure period, the Board of Assessors will then go before the Board of Selectmen on December 7th for the classification hearing, which determines the tax rate. The Board of Assessors will then submit the Recap sheet and other financial data to the Department of Revenue for certification of the tax rate, thereby allowing the Treasurer to issue the tax bills in late December.
